WISHET Criteria For Awarding CEU

One Continuing Education Unit (CEU) is awarded for each 10 Contact hours of quality instruction. A contact hour is one clock hour of interaction in an organized continuing education experience. One contact hour is equal to 0.1 CEU (i.e. 4 hours of quality educational training which meets the CEU criteria is awarded 0.4 CEU).

The following 7 criterion represent the minimum requirements for awarding a CEU.

Criterion 1
Each activity is planned in response to educational needs that have been identified for a target audience.

Each learning activity is the result of a learning need. Needs represent a gap between an existing condition and a desired condition. Needs are often identified by problems or issues which may exist. The needs assessment process should provide factual information rather than assumptions for program planning. Once the needs have been identified, they must be analyzed to determine if education or training is appropriate.
Criterion 2
Each activity has clear and concise written statements of intended learning outcomes/objectives.

Learning outcomes, commonly referred to as behavioral or performance objectives, are written statements of what the learner is expected to accomplish as a result of the learning activity. Outcome statements should:
  • provide a framework for program planning,
  • convey to learners exactly what they are expected to accomplish,
  • aid in the selection of content and instructional strategies, and
  • determine what the learners must demonstrate they have learned.
Learners should be aware of these outcomes/objectives prior to and during the activity.
Criterion 3
Qualified instructional personnel are involved in planning and conducting each activity.

Those involved in the development and delivery of programs should have a proficient understanding of the subject matter and intended learning outcomes. Instructor should be able to communicate effectively with the audience.
Criterion 4
Each element of content chosen supports the intended learning outcomes.

Select instructional methods that appeal to the diverse learning styles of each audience. Learners should be actively involved, have an opportunity to process in some way what they have learned, and to receive feedback.
Criterion 5
Participants must demonstrate their attainment of the learning outcomes.

Learning should be viewed as an active rather than a passive process. Therefore, learners should be required to demonstrate they have achieved the learning outcomes.

Demonstrations may be done in the following ways:
  • questions and answers
  • discussions, summaries, case studies
  • demonstrations, simulations
  • written or oral examinations, written exercises, reports, projects
Criterion 6
Each learning activity is evaluated by the participants.

Evaluation of a learning activity is a measure of the overall quality and effectiveness of the learning activity. The primary focus of the evaluation is to check if intended learning outcomes were achieved. Data gathered in the evaluation process should be specific enough for sponsors to identify exactly where to make improvements in the planning, development, and delivery of activities.
Criterion 7
Environment and technical services are appropriate and supportive of learning.
